The Putnam County Commissioners established the Putnam County Community Improvement Corporation (PCCIC) in 1984.  The PCCIC is a private non-profit corporation with activities directed by a county wide 21-member board of directors.

The PCCIC represents numerous Villages, Townships, and Companies in Putnam County and being the lead development agency for those entities and businesses, coordinates all development activities between Local, State, and Federal Agencies to retain and promote industrial, commercial, retail and civic developments.

Seven industrial parks have been established within Putnam County in various communities offering a wide variety and all the general development incentives including zoning, utilities and tax incentives.  Unique incentives offered by the CIC are build to suit buildings, CIC owned lease to purchase buildings and one specific site of approximately 2,500 available acres with triple rail access.

With two full time employees, the CIC prepares Enterprise Zone Agreements, Community Reinvestment Area Agreements (CRA), and Tax Increment Financing Agreements (TIF) for clients and communities.  The CIC is also the agent for the Leipsic/Van Buren Township Port Authority for the administration and source for Revenue Bond Issues.

The Putnam County Community Improvement Corporation is a non-profit 501-C-3 tax exempt organization which allows for all contributions to be considered as tax deductible and charitable contributions.
